Low-income neighborhoods in many major American cities have experienced a high rate of growth in housing cost over the previous five years. The process by which higher-income, higher-educated, and whiter newcomers effectively outbid and create upward rent pressure on existing residents has accelerated. This session will center around the question: What can neighborhoods do to manage this change through community benefit agreements?
