Jeffrey Levin has over 30 years’ experience in the field of affordable housing and community development. As EBHO’s Policy Director, he works with member and allied organizations and individuals on issues such as regional land use and housing planning, housing elements, gentrification and displacement, local housing policies such as inclusionary zoning and impact fees, and equitable development.
Prior to joining EBHO in 2013, he worked for the City of Oakland for over 28 years as a project coordinator, program manager, planner, and policy analyst, including nearly 15 years as Housing Policy and Programs Manager. He has designed and overseen many local housing programs, and for many years managed Oakland's HOME Program and the Oakland Redevelopment Agency’s Low and Moderate Income Housing Fund. He has authored numerous policy studies and housing plans, and has worked closely with many public and private organizations at the local, regional, state and national level.
He completed his undergraduate work at UC Berkeley, and holds a Masters Degree in Sociology from the University of Wisconsin at Madison and a Masters Degree in City and Regional Planning from UC Berkeley. He has won numerous awards from local and regional housing organizations.
