Catherine Harrington has been the Director of the National CLT Network in England and Wales since establishing the Network in September 2010.

The National CLT Network is the official charity for CLTs in England and Wales. A membership body, the Network promotes and supports the work of the 225 CLTs nationally and works with Government, local authorities and lenders to establish the best conditions for CLTs to grow and flourish.

Catherine has been instrumental in achieving the National CLT Network’s many lobbying and campaigning successes, including securing the £300m Community Housing Fund, obtaining a full exemption for CLTs from the 1% rent cut introduced by Government in 2016, and ‘discretion’ for CLTs from the Government's Right to Buy.

Catherine joined the National CLT Network from the Government Department for Communities and Local Government, where she worked in housing supply and for the Minister of State for Housing and Planning. Previously she has worked at Notting Hill Housing Trust, a large housing association, and at the Think Tank the Institute for Public Policy Research. Catherine has an MSc in City Design and Social Science from the London School of Economics and a BA Hons in Social Anthropology from the University of Cambridge.
