How can we best update policy when the housing market in parts of the city have shifted significantly since the policy's passage? What will it take to shift to a mandatory policy when a voluntary program hasn’t been as effective as intended? How do we ensure that buyers of inclusionary homes have access to appropriate mortgage financing?
